When can an MLB catcher or manager request a check-swing appeal, and is the ball still live?

A catcher or manager may ask the plate umpire for help on a half-swing only when the pitch was called a ball, not a strike. When asked, the plate umpire must refer the question to a base umpire; if that umpire calls the pitch a strike, the strike ruling prevails. The request must be made before the next pitch or any play or attempted play, with a separate end-of-half-inning deadline. The ball remains in play, so runners are still at risk while the umpires resolve the call.

The request applies to a half-swing ball call

Rule 8.02(c) allows the catcher or manager to ask the plate umpire to get help on a half swing when the plate umpire called the pitch a ball. It does not provide this route for challenging a pitch already called a strike. The request goes through the plate umpire; it is not a general right to argue a judgment call.

The plate umpire must refer the request

When a half-swing appeal is requested, the plate umpire must refer it to a base umpire for judgment. If the base umpire calls the pitch a strike, the strike call prevails. The rule does not set a geometric bat-angle threshold or promise video replay.

The deadline is short and the ball stays live

A half-swing appeal must be made before the next pitch or any play or attempted play. If the half swing occurs on a play ending the half-inning, the appeal must come before all defensive infielders leave fair territory. The rule says the ball is in play on the appeal. A runner attempting to advance remains in jeopardy while the call is being considered.

A fictional timely request

In a fictional inning, the plate umpire calls a half swing a ball while a runner is attempting to advance. Before the next pitch or any play or attempted play, the catcher asks the plate umpire for help. The plate umpire refers the half swing to a base umpire; if that umpire calls strike, the strike ruling prevails. The ball remains live during the appeal, so the runner is still at risk. In a separate branch, a request after the next pitch is too late. This is not a video-replay challenge or a real-game ruling.
