How do indoor volleyball Libero replacements differ from regular substitutions, and what did FIVB test in 2026?

Regular substitutions and Libero replacements are different actions. Under the FIVB Official Volleyball Rules 2025-2028, each team may make at most six regular substitutions per set, with limits on when a starter or substitute may return. Libero replacements are unlimited and are not counted as substitutions, but they must follow their own timing rules. FIVB announced a 2026 test increasing regular substitutions to eight and allowing a 12-14 player roster with at least one Libero and the option to nominate two. That test is for the 2026 Volleyball Nations League, FIVB Volleyball U17 World Championships and 2026 Continental Championships. Ordinarily, Rule 19.1.1 permits each team to designate up to two Liberos. Mandatory two applies only in FIVB, World and Official competitions for Seniors when more than 12 players are recorded on the score sheet. That senior rule is separate from the named 2026 test, whose one-Libero option is event-specific.

The six-substitution limit has return rules

Under the 2025-2028 rulebook, a team may request at most six regular substitutions in a set. A starting player may leave once and re-enter once, only into the same lineup position. A substitute may enter once for a starter and can be replaced only by that same starter.

Rule 15.7 sets a separate exceptional-substitution procedure beyond the ordinary limits. It is distinct from both a regular substitution and a Libero replacement.

Libero replacements do not use regular-substitution slots

Libero replacements are unlimited and are not counted as substitutions. Normally, a completed rally must occur between two Libero replacements. The rulebook states exceptions when a penalty causes a rotation that moves the Libero to position four, or when the Acting Libero becomes unable to play and the rally is incomplete.

After the opening lineup is checked, other replacements must take place while the ball is out of play and before the service whistle. A replacement after that whistle but before the service hit is not rejected the first time, but the captain is informed that the procedure was not permitted; repeated late replacements bring a delay sanction.

The 2026 changes are competition tests

FIVB announced a test of eight regular substitutions per set and a 12-14 player roster with at least one Libero. Under the test, a team may choose to nominate two Liberos from its roster, with that choice available up to one hour before the match. The tests are for the 2026 Volleyball Nations League, FIVB Volleyball U17 World Championships and 2026 Continental Championships; FIVB says any update to the Official Rules will be reviewed during testing.

Outside the named event test, Rule 19.1.1 permits a team to designate up to two Liberos. A mandatory two applies only in FIVB, World and Official competitions for Seniors when more than 12 players are recorded on the score sheet. For the 2026 test events, a 12-14 player roster needs at least one Libero, with an optional second; that event-specific procedure does not change the baseline for every competition.

A 13-player roster under the named 2026 test

In a fictional 2026 Volleyball Nations League test, Team A registers 13 players and designates one Libero. It has already used six regular substitutions in the set. At an interruption, with the ball out of play and before the service whistle, the Libero replaces a back-row player. That exchange does not consume a regular-substitution slot. After a later completed rally, Team A makes a seventh regular substitution, which is within the test's eight. Under ordinary Rule 19.1.1, a team may designate up to two Liberos; mandatory two applies only in FIVB, World and Official competitions for Seniors with more than 12 players on the score sheet. Team A's one-Libero setup uses the named 2026 test procedure and does not establish that option under every competition's rules. The roster and sequence are fictional.
