Why might a moderator be unable to remove another staff member?
A moderator can have permission to moderate club members without having permission to change staff roles. The current staff-role service checks the actor's role and requires the club owner for staff changes; it also checks the current staff revision. A moderator who lacks owner authority, or a request based on a stale revision, may be refused. There is no supported permission bypass in this explanation.

Moderating members is not managing staff
The club permission map separates moderate from staff. A moderator has moderate permission but not staff permission; an admin can configure club settings but also lacks the staff flag. The owner has the staff permission.
Changing another person's admin or moderator role is a staff-management action, not merely a content-moderation decision. A moderator's ability to moderate club activity does not grant the owner-only staff authority.
The action checks the current actor and role revision
The staff service requires the current actor to have owner authority for that club. It also compares the expected revision with the current staff record, so a stale view can be rejected and require the current role to be reloaded.
These checks protect role changes from being made under outdated authority or state. They are not instructions to route around the current role gate.
- Moderate permission is distinct from staff permission.
- Only the club owner has the staff flag in this permission map.
- A stale staff revision can require a fresh read before a change.
A moderator and an outdated staff list
Hypothetically, a moderator opens a staff list, then another role change updates its revision. The moderator cannot apply a staff-role removal because the staff operation requires owner authority; even an owner using the old revision must reload the current role state.
